In the "issue" forums, you don't have to be registered to post, which means that you bypass the "read graphical letters" test that we've now put in for registration.
Perhaps we'll have to make it registered posters only for the issue forums (I left it off, because those are supposed to allow readers of CM to just make quick comments about an article they've just read).

Would it be possible and practical to hide the issues section behind a visual letter test, but only for non-registered people?

Well at the moment, spambots are making it past the visual letter test anyway. I'm a bit bemused at that; the only thing I can think of is that they have a human being somewhere being presented with them one after the other.
And I don't think it's possibly to enable it for guests.
